EU to impose clear anti-dumping duties on imports of hot-dip galvanized steel from Turkey and Russia

The European Commission (EC) plans to impose final anti-dumping duties on imports of hot-dip galvanized steel coils from Russia and Turkey following an investigation into alleged dumping, according to a commission document sent to stakeholders on May 10.
In a general disclosure document reviewed by S&P Global Commodity Insights, the Commission stated that, given the conclusions reached in relation to dumping, damage, causation, and alliance interests, and in accordance with Article 9(4) of the Basic Rules, the final answer was to accept dumping. Measures to prevent the relevant dumping of imports of products cause additional damage to the industry of the alliance.
The final rates of anti-dumping duties, expressed in prices at the border of the CIF union, without paying duties, are: PJSC Magnitogorsk Iron and Steel Works, Russia 36.6% Novolipetsk Iron and Steel Works, Russia 10.3%, PJSC Severstal, Russia 31.3 % All other Russian companies 37.4%; MMK Metalurji, Turkey 10.6%; Turkey’s Tat Metal 2.4%; Tezcan Galvaniz Turkey 11.0%; Other cooperative Turkish companies 8.0%, All other Turkish companies 11.0%.
Interested parties are given a period during which they can make statements after the last disclosure of information by the EC.
The EC did not formally confirm the decision to impose final anti-dumping duties when it contacted Commodity Insights on May 11.
As Commodity Insights previously reported, in June 2021, the European Commission launched an investigation into imports of hot-dip galvanized steel from Russia and Turkey to determine whether the products were dumped and whether these imports caused harm to EU producers.
Despite quotas and anti-dumping investigations, EU countries remain the main export destinations for coated coils from Turkey in 2021.
According to the Turkish Statistical Institute (TUIK), Spain is the main buyer of coated rolls in Turkey in 2021 with imports of 600,000 tons, up 62% from last year, and exports to Italy reached 205,000 tons, up 81% more.
Belgium, another big buyer of coated rolls in Turkey in 2021, imported 208,000 tons, down 9% from last year, while Portugal imported 162,000 tons, double the amount from last year.
The latest EU decision on anti-dumping duties could limit Turkish steel mills’ exports of hot-dip galvanized steel to the region in the coming months, where demand for the product is currently plummeting.
Commodity Insights estimated HDG prices for Turkish mills at $1,125/t EXW on May 6, down $40/t from the previous week due to weak demand.
In connection with Russia’s military aggression against Ukraine, the European Union has imposed a continuous package of sanctions against Russia, which also applies to metal products, including hot-dip galvanizing.
